If you create an HTML file withthe following and refresh it, it will sometimes
show a replacement alt tag and the rest of the time it will show a missing image
icon

Steps to Reproduce:
1. Create HTML file with above code
2. Refresh several times and watch what happens
3.

Actual Results:  
it would sometimes show the alt tag text and the rest of the time show a broken
image icon

Expected Results:  
something consistant, perhaps just show the alt tag
- not only in header!
- i have it in about 70% when using local grafic in pages from the web.
(Browser-game with local grafic pack)
