268014 - Missing "Option -> Format" entry in compose window when "compose mail in HTML format" is not selected

The bug occurs if the "compose mail in HTML format" checkbox is selected in the
"Composition and Addressing" tab of the Account setting panel is not checked
(that is if you want to compose an email in plain text). In this case in the
compose window, the "Option->Format" entry in the menu is missing. The same is
present instead if the "compose mail in HTML format" is enabled. 

Reproducible: Always
Steps to Reproduce:
1. Make sure the "compose mail in HTML format" checkbox is NOT checked (in the
"account settings" under "Composition and Addressing" 
2. Open a new compose message window
3. Click in the menu: Option

Actual Results:  
The entry Format->Auto-detect/Plain Text/RichText (HTML only)/Plain and
Rich(HTML) text is missing.

Expected Results:  
In the Option Menu there should be the entry Format->Auto-detect...
