When you open a lot of tabs, they are trying to resize to show them all. When
you open even more of them, they eventualy fail, and you cannot access the ones
to the far right of the tab toolbar.

Reproducible: Always
Steps to Reproduce:
1. Open 20 tabbed pages (even blank ones)

Actual Results:  
Inaccessable tabs on the far right

Expected Results:  
To show up icons for moving left-right through tab toolbar, or at least a
warning that Firefox cannot open more toolbars.
