If I'm downloading and don't have any ordinary browser windows open, it's not
possible to open a new browser window. Neither via control-n nor by using the
menu File -> New Window (the Menu isn't responding either)

When the download has completed and the download window has closed it's possible
to open a new browser window again.

Reproducible: Always
Steps to Reproduce:
1. Start downloading a farily big file (to provide some downloading time)
2. Close all browser windows
3. Try top open a new browser window.

Actual Results:  
Nothing, that's the problem. ;)

Have to wait until download is completed before I can open a browser window again.

Expected Results:  
Opened a new browsing window so that I can read /. while downloading stuff.

Running OS X 10.3.5 on a powerbook, nothing really funky or special. (I think)
This could be a dupe of either bug 240696 or bug 21296. I'll mark it as a dupe
of bug 240696 since Apple+N is a better way to open a new window.
