After the upgrade from Firefox RC to RC2 the first menu item is missing and
there is a separator there instead of the first item in the menu. See URL for
image of problem.

Reproducible: Always
Steps to Reproduce:
1. Download RC1
2. Upgrade it to RC2
3. Open help menu

Actual Results:  
The results as shown in description and image URL

Expected Results:  
There should have been the first menu item but it was not present
