'browser.block.target_new_window = true' should block new windows from being
created from a target="_blank" href.  This started happening with RC1.  It has
worked just fine for several years prior to that.  

Reproducible: Always
Steps to Reproduce:
1. click on a link that has a target="_blank"


Actual Results:  
a new window is opened with the link content

Expected Results:  
the link should open in the same window or tab

Please resolve it as dupe of Bug 266490.
