268317 - When I choose No Desktop Icon, one is still created

When you recieve the choice of placing an icon on the Desktop or not, wether or
not you pick it or not, it will always create an icon.  At least for me.  This
has happen in 1.0PR, 1.0rc1, and 1.0rc2 for sure.  It may have happened before,
but I don't remember those.

Reproducible: Always
Steps to Reproduce:
1. Do an install and choose No Desktop Icon by unchecking the appropriate checkbox.
2. Finish the install.
Actual Results:  
An icon is placed on the desktop.

Expected Results:  
No icon.
