If I put the cursor at the end of the second line and press DEL, the 3rd line
moves up into the paragraph but the link is removed. Also, if you paste the
above code into a new page in HTML view then the link doesn't show up in Normal
view.

I can't reproduce this (in either Normal/Html view).
Can you reproduce with SeaMonkey v1.1.9 ?
(Give more detailed steps.)

I can reproduce this.
If I use |href="about:"| instead, the link is styled correctly in Normal view.
