26835 - [regression] browser exits trying to load plugins

a major regression was introduced over the weekend.  After updating and 
doing a clobber build late Sunday night, trying to run mozilla or viewer results 
in the app immediately exiting.  Here is the output from the console window:

Deleting mozregistry.dat and my profile has no effect.  As far as I know, 
nothing has changed in my 4.x configuration.

dp suggested:

Could be a java plugin thing. Try removing the java plugin or get 5.0 to
not load it. I think if you create a directory dist/WIN*/bin/plugins, 5.0
wont load plugins from 4.* directories.

Marking smoketest; if this happens everywhere, it's going to keep the tree
closed.

This is *not* happening everywhere, and there is a workaround (moving the
plugins folder). Removing smoketest keyword, changing to regression.
