It's not possible to NOT print the header and the footer. 

Reproducible: Always
Steps to Reproduce:
1.open a web page
2.print
3.then ???? where is it possible to select the margin and the way to print or
not to print (that is The question !) the header and the footer ?

Actual Results:  
Move to Safari

Expected Results:  
No header and no footer.
