Error message if I open file with russian symbols in its name when at least one
tab already exists in browser



Reproducible: Always
Steps to Reproduce:
1. Open any page in Firefox
2. "Save page as..." with russian symbols in name
3. Open saved file by double-clicking it in windows explorer (don't close the
window where you save the page)
Actual Results:  
Firefox shows an alert that a given file cannot be found. It shows a file name
url encoded.

Expected Results:  
Firefox should open a file

It seems that this bug occures only if browser in one window mode, that is opens
external links in new tab

Marking as dupe of Bug 263570. Bug appears since FF 1.0. Feel free to reopen the
bug if don't think it is the same issue.
