When an URL is entered in the urlbar, focus is not shifted to the content widget. This is needed to quickly use keyboard scrolling at new new location. This bug is somewhat is related to keyboard scrolling after clicking on the buttons on the navigation bar. See bug #23401

Focus should not shift by design, see Windows 4.x Now, keyboard scrolling should work, but technically the focus is still on the URL bar. Putting on my M14 list just because there is a small chance we will fix this in that timeframe, and I want to keep it on my testing radar

This is very much the same bug as bug #28580 (thanks zach for noting this). And I see that german is already CC: on that bug, so marking this one as a dup (albeit a later one) of bug #28580. *** This bug has been marked as a duplicate of 28580 ***
