This has come up twice on the newsgroup in the last couple of weeks, and there 
isn't anything in the documentation that explicitly explains how it should be 
done. The only reference to the data/nomail is in the FAQ, which isn't really 
where people are going to look for it.

I had assigned it to myself for a reason -- namely, because I was already in
the middle of DOING it. It took me so long to get the patch done because I
decided to re-write some of the Using Bugzilla section as well to better
describe how bugmail gets sent, and how to modify it.

So... thanks for jumping on this, Gavin, and sorry that you wasted your time.

Patch is a bit different to take into account the changes in the Preferences
window between 2.16 and 2.18

Looks good. In some places, <para> is used instead of </para>, but that can be
fixed upon checking it in.
