The top frame of the web site audiohigh.com is sized to fit exactly in the area
allocated so the "tabs" at the bottom of the frame are exactly at the bottom of
the frame. if you either use the mouse wheel or drag within the top frame, the
frame will scroll up a bit, repeating the top of the background graphic at the
bottom and moving the tab graphics up. this should not happen.

Steps to Reproduce:
1. go to www.audiohigh.com
2. put cursor into top frame area
3. scroll mouse wheel (alternativnely, click and drag in top frame)

Actual Results:  
top frame scrolls up a bit

Expected Results:  
nothing should have happened

windows xp pro with latest updates. firefox version 1.0
Showing this in the topframe on www.k10k.net as well - looks like if you have a frame with scrolling 
turned off and content that's actually larger than the size of the frame, the scrollwheel will still make it 
scroll. Even though it shouldn't.
