The Firefox Update Icon, right beside the help menu, is displayed for short each
time you open Firefox when automatic updates are disabled. Sometimes it even
does not disappear at all.


Reproducible: Always
Steps to Reproduce:
1.Just open Firefox
2.watch out for the icon




Expected Results:  
do not display icon when updates disabled
This also appears when automatic update is enabled. It flashes for a second next
to the help menu and then it goes away.
