Need to fix inconsistent use of (s) and UTF-8 ellipse character in xpi and Sunbird.

Also should fix lack of command key for Reload all remote cals.

Gekacheka first introduced the ellipse character. Asking him to see if there
was a reason he didn't use it consistently in the first place.

In bug 260458 I noticed some localization used the ellipsis character … and some
didn't.  When I made changes I used the ellipsis character.  I clarified file
menu calendar commands, and tried to make sure each file menu command that opens
a dialog indicates so via the ... or … .  I avoided changing an entity only to
switch ... to …, as it didn't seem a signficant enough change to bother
localizers.

Checked in with minor change:
Right click context menu for toolbar customisation doesn't need to mention
"toolbar" again.
