Even if the config item 'browser.tabs.opentabfor.urlbar' is set to 'true', no
new tab with my url is opened when I press ctrl+enter in the location bar. (In
Mozilla 1.7.3, this works fine.)

Reproducible: Always
Steps to Reproduce:
1. Click with your mouse on the url in your location bar.
2. Press ctrl+enter.

Actual Results:  
Mozilla 1.7.3:
A new tab is opened with the url (good)

Firefox 1.0:
The page is opened again (bad)

Expected Results:  
Open a new tab with the url
