When the bookmark menu is activated by right clicking on a bookmark group, the
primary action is "expand". Selecting this manually from the menu presented does
nothing.


Reproducible: Always
Steps to Reproduce:
1. Create a bookmark group, either in the menu or the bookmark toolbar
2. Right click on the bookmark group icon
3. Select primary command "Expand".

Actual Results:  
Nothing happened.

Expected Results:  
Expected to see the expansion of the group.

Actually I would like to modify the primary action on this context sensitive
menu myself to make the primary action "open in tabs" like Mozilla. Mozilla
doesn't have the context menu on the toolbar menu, but just opens in tabs rather
than expanding the group. To me this is more useful than having to keep
scrolling down to the bottom of the expanded list to select "open in tabs"
