when making toolbar customization the toolbar only changes on the current window

Reproducible: Always
Steps to Reproduce:
1. Open Firefox
2. Open a second browser window (not tab)
3. Click View->Toolbars->Customize
4. Add a seperator to the tool bar
5. Click done

Actual Results:  
New seperator added to only one window

Expected Results:  
New seperator should be added to both open windows

Confirming, the separator is only applied  to the new window.

Toolbar customizations should propagate across all open windows as soon as the Customize dialog is OK'd. 

I could have sworn we fixed this before Firefox 1 but I can't find another bug and it's still an issue so I'm nominating for 3.1.

I don't reproduce this bug anymore. It might have been fixed by Austraris.
