On the page http://www.my3cents.com/govLinks.cgi, if you try to use any of the
shortcut links (Commerce | Communications | Health & Safety | Transportation )
they do not work.  The problem appears to exist in both Netscape and FireFox...
works fine in IE.

Reproducible: Always
Steps to Reproduce:
1.  Goto http://www.my3cents.com/govLinks.cgi
2.  Try to use any of the shortcut links: Commerce | Communications | Health &
Safety | Transportation


Actual Results:  
Nothing happens.  The shortcut links are ignored.

Expected Results:  
The browser should have jumped down the page to the location of the shortcut tag.

The targets of the link are coded like this:

<a name="#commerce"></a>

There should be no # there.

Not a browser bug.  The code is wrong and needs to be corrected.  You should ask
the site to fix it.

INCOMPLETE due to lack of activity since the end of 2009.

If someone is willing to investigate the issues raised in this bug to determine whether they still exist, *and* work with the site in question to fix any existing issues, please feel free to re-open and assign to yourself.
