Is this a problem in a current trunk build? Also, is this a problem in Mozilla, or just Firefox?

That doesn't answer either of the two questions I asked...
I think this bug report is invalid. I did that every single day (with FireFox and Chinese) and I have no problem. >1.Open fireFox >2.switch System input language to Chinese >3.Try type in some Chinese character First of all, which 'input method' do you install for 'Chinese language'? Remember, in win xp, if you enable a Chinese language in your input mode, you need to pick a 'input method' and one of the input method under 'Chinese language' is 'English keyboard' which let you do exactly as what English typing do. you need to install somethign like 'phonetic' , 'changjie' or 'Daiyi' input method to see chinese Second, if you install them, after you 'select the Chinese language', you may need to select a input method other than the 'English keyboard' in Chinese language to see chinese typeing. so there are a step 2.5 you need to do - '2.5 select phonetic input method'
it will say 'Chinese (Traditional) - US Keyboard" it will show up as "Chinese (Taiwan)" in the keyboard selection bar. And that is a English input method :( (not a mozilla bug, this is a window bug). You cannot type chinese there. If you select a Chinese input method, then it will show some chinese name in the keyboard menu. Just try that in some other application like in notepad. it will prove to you it won't type chinese there neither.
I swear I had Chinese input method (MS PinYin) installed,and it worked for IE. But it didn't work for firefox. However, after I recently installed a new Chinese input method, firefox becomes OK too. So I guess this is a false alarm.
