For each localization of each product, a different filepath must exist.  This
means there needs to be updated database tools to accomodate this added granularity.

This should be resolved in v2.0.  Language support is now fully functional. 
Each version of each product can have 1....n languages.  Languages are as
defined in the language management page in /admin.
