I have noticed that Firefox 1.0 ( The New One) does not want to load the themes
after it asks if you want to use the theme. The program asks you to restart
Firefox to use theme.  I found that the theme will load if I shut off the
computer and restart it THEN restart Firefox. I imagine the problem is somewhere
in the Load Theme area where it should load in the current session in sted of
having to restart.  I hope this helps.

1.Try to load a new theme

Actual Results:  
THeme does not load until I SHUT OFF MY COMPUTER AND RESTART IT. 

Expected Results:  
THEME SHOULD LOAD IN THE CURRECT SESSION WITHOUT RESTARTING.

I guess your problem is that Firefox doesn't shut down completely when you do
warm-restart. Could you look in windows Task Manager to see if there is
firefox.exe process listed (Processes tab). If that is the case, technically,
you haven't restarted Firefox, so the bug is invalid, please mark it as such,
