The right click context menu does not show up unless it the mouse is over a form
element or a part of the browser OR is preceded by such an event. After you
right click on a form element then you can right-click and get the context menu
anywhere.

This bug is not url related and I am using the default theme. It is simply that
I cannot get the right-click or contect menu to come up unless I first
right-click on a form element or the browser frame itself.

It will then work anywhere on any tab until I refresh or request a new page.
Then it stops working across all tabs.
Reporter, could you try with a clean profile?
This could be a dupe of bug 261130.
