Clicking the "Give me some help" link refreshes the page (query.cgi?help=1) but
if you cookies are disabled it will take you to the specific search and not the
advanced search. The link should be query.cgi?help=1&format=advanced.

I had a user run into this on our installation and I fixed it using the attached
patch.

For HTML validation, & should probably be & but that can be easily fixed
while checking it in.
