Cannot change the permission requirement for a "disabled" group

Details
If I've originally set group access controls for a product to require a certain
group which is then later on turned into a Non-bugs-group, it shows up
as "Foogroup: DISABLED" in the editproducts.cgi screen. However, membership in
this group is still required, and I can't even remove the requirement without
temporarily setting the group to the "Use for bugs" state.

Oh and hmm, I think we could just nuke the requirements for these "DISABLED"
groups when the group access control settings for a product are saved.
And the previous result was encountered with 2.18rc2.

Reassigning bugs that I'm not actively working on to the default component owner
