Pause download a 
Pause donwload b

start download a (it will start)
start/ resume download b (it doesnot start)

Reproducible: Didn't try
Steps to Reproduce:
1.Start two downloads.
2.
Pause download a 
Pause donwload b
3.
start download a (it will start)
start/ resume download b (it doesnot start)

Actual Results:  
download b did not start any number of times that I clicked resume 

Retried by pressing / toggling pause and resume

Expected Results:  
Start the download
