When entering multiple email addresses in the "To" field, when the list exceeds
the width of the field, a scroll bar appears covering the field.  The scroll bar
should be below the field (possible requiring Firefox to shift the remaining
portion of the page down to make room)

Reproducible: Always
Steps to Reproduce:
1. Log into Yahoo mail (mail.yahoo.com)
2. Click on "compuse"
3. Select the "To" input field
4. Enter enough text to exceed the field width

Actual Results:  
A scroll bar appeared covering the inout field.  As I enteres more text, the
width of the scroll bar changed indicating that data was being accepted, but not
displayed.  Backspace caused the scroll bar width to reverse until the text was
shorter than the field width, at which time the scroll bar disappeared and the
text became visible.

Expected Results:  
Drawn the scroll bar below the text window.
