The scroll button on a microsoft wireless optical mouse will not scroll the
preferences.This is also true when filling out this bug report form. I have to
use the scroll arrows to the right of the window to get the window to move up or
down.

Reproducible: Always
Steps to Reproduce:
1.Open preferences
2.Go to any of the choices, General, Privacy,Web Features, etc.
3.Cannot scroll up or down with scroll wheel on microsoft wireless, optical mouse.
Actual Results:  
Windows stay fixed until i use mouse to go up or down using the arrows in the
bottom right hand corner of the window.

Expected Results:  
Let the scroll wheel on the mouse move the window up or down.

The scroll wheel on the mouse does work on all url except the windows specific
to foxfire like tis form.

sorry for bugspam, long-overdue mass reassign of ancient QA contact bugs,
filter on "beltznerLovesGoats" to get rid of this mass change
