If I move a file into a new message by drag and drop a link to the local
postition is made "file:///D:/..."

I would expect that a Attachement is add to the message.

If I have allready selected one attachement the attachement list in the top
right corner is shown. If I move then the file by drag and drop into this
attachement list, it is adding an attachement.
Perhaps the attachement list should displayed from the beginning on? 

Reproducible: Always
Steps to Reproduce:
1.Write new message
2.Open Windows Explorer
3.Move the file into text area of the compose window

Actual Results:  
A Link to the local file system is included: "file:///D:/..."

Expected Results:  
Add an attachement.
