269787 - Master Password dialog shows up even if I press cancel

First and foremost, it isn't a duplicate of some other bugs reported. I have
only about 2 passwords saved in Password Manager, and when I try to access
Password Manager and I press cancel during the Master Password prompt, it asks
me yet again  for my Master Password. It continues in that sequence unlimited
times... 

Reproducible: Always
Steps to Reproduce:
1. Set a Master Password
2. Restart Firefox
3. Try accessing the password manager
4. Press cancel upon the prompt

Actual Results:  
It prompts me yet again for my Master Password.

Expected Results:  
It should stop asking and not show the Password Manager...
