Plugins should be manipulable in the same way as extensions, as they are
conceptually the same. The Extensions UI should be modified to include plugins.

Steps to Reproduce:
Plugins are not "conceptually the same" as extensions. Extensions add new
features to the browser, whereas plug-ins allow the browser to deal with a wider
range of filetypes. There are management options in Options > Downloads >
Plugins (basically enable or disable each plug-in).
