Opening the first tab while loading a page doesn't display "Loading..." in the
previous tab.

Reproducible: Always
Steps to Reproduce:
1. Have only one tab open and have the tab bar hidden.
2. Begin loading a slow page, like the one above.
3. Open a new tab while the page is still loading.

Actual Results:  
The tab bar unhides and shows two tabs, one named "(Untitled)" and one named
after the title of the page you were visiting during step 1.  The latter tab is
on the left and has the favicon of the site you were visiting in step 1.

Expected Results:  
The tab bar should unhide and show two tabs, one named "(Untitled)" and one
named "Loading...".  The latter tab should be on the left and have the loading icon.
Probably a duplicate of Bug 209400 ...
