This is a general UI issue with the various "-Manager" windows.  It applies to
the Download Manager, the Extensions Manager, and the Theme Manager.

If these windows are sized too narrow, both the scrollbar and the lower-right
corner resize grippy disappear.

It can be a serious issue:  On one install of Firefox, I thought I had lost many
extensions because the default size of the window was too narrow for me to see
the scrollbar.  It took a while for me to realize that if I merely made the
window wider I could see the scroll bar again

Reproducible: Always
Steps to Reproduce:
1. Pop up the Downloads, Extensions, or Themes window with enough items that
they require a scroll bar
2. resize it so that it is sufficiently narrow
3.

Actual Results:  
The scroll bar and the lower-right resize grippy disappear

Expected Results:  
The scrollbar and grippy should always be visible, no matter how narrow the
window is.
