New site still opens on new windows in spite of Open in New Tab being selected

When the "Open in new tab" option is selected, a user would expect that whenever
he clicks on a link, the new page would be displayed in a new tab. This does not
happen unless one explicitely selects "Open in New Tab" using the context menu.
This is very annoying for one of the best features of the browser.

Reproducible: Always
Steps to Reproduce:
1. In the Options dialog, select "Advanced" scroll down to "Tabbed Browsing"
2. Select any radio button except "A new windows"
3. Checkboxes "Select new tab" are checked (both of them)
4. Visit any web page, click on a link

Actual Results:  
The new page is opened in a new FireFox application

Expected Results:  
The new page should be opened in a NEW TAB within the SAME FireFox application
window
FireFox 1.0 downloaded from FireFox site on Nov 14th.
Firefox 1.0 has experimental hidden prefs for forcing new-window links to open
in tabs instead.  Since you didn't mention setting hidden prefs, I'm assuming
you didn't.  See http://www.squarefree.com/burningedge/releases/1.0.html, or
wait until Firefox 1.1 when those prefs will hopefully not be hidden.
