Overview: The Tasks|Tools|Message Center menu item should be removed since it is
no longer in the product. This effects all components (Browser, Composer, Mail's
3-pane, Mail Composer, Address Book).
Note: There is another bug that mentions the removal of the Message Center (Bug#
21964) but it became a dupe of bug# 20988 which doesn't mention the Message
Center, instead it references Newsgroups.

XPToolkit doesn't own the content of the menus. reassigning to mcafee per don
