Clicking on URL's sent via e-mail only work on the first invocation of the
browser.  Subsequent URL clicks result in Mozilla coming up with its configured
start-up page rather than the clicked URL.

Reproducible: Always
Steps to Reproduce:
The following test case works on 1.7 but not in the latest build:

Environment
-----------
* Windows 2000 latest SP's
* Mozilla - latest build
* Mozilla configured to Quick Launch

1) Send yourself an e-mail with a couple of URL's and use Outlook 2000 to read
the e-mail:

   - http://www.blueoakdb.com
   - http://www.google.com
   - http://www.mozilla.org
   
2) Close down all Mozilla windows and ensure it restarted from scratch by
reviewing your taskbar:  the dragon should have gone and came back

3) Open the e-mail and click on the first link:  browser starts and goes to the
first URL

4) Click on the second link - new browser window starts without going to the
second URL; Mozilla starts with whatever is configured under Preferences:

   * Blank page
   * Home page
   * Last page visited
Actual Results:  
Subsequent URL clicks result in Mozilla coming up with its configured start-up
page rather than the clicked URL.

Expected Results:  
Mozilla should either open up the URL in a new tab on the existing browser or
open up a new browser with the clicked URL.  It used to do the former in 1.7 so
I prefer that action.
