This is because the html is constructed like this: <a href="htpp//..."><div>headline</div></a> I think it is reasonable to expect some sort of focus outline to indicate that something has been focused. I'll attach a minimised testcase. This is possibly related to bug 261708. Reproducible: Always Steps to Reproduce: 1. 2. 3.

This is the result of what Mozilla and IE6 are doing when focusing these links. Maybe, what IE6 is doing is not entirely correct, but I think it makes more sense than what Mozilla is doing currently.
