Click on a link (with default popup security settings)
Should load new page.  Nothing happens - my theory is it's blocking as if they
were popups (uses 'target' to redirect to appropriate frame).

Steps to Reproduce:
1.  Load URL
2.  Click on 'Case' link, under components


Actual Results:  
Case components page is not loaded

Expected Results:  
Case components page should load
