When right clicking on an extension in the extension manager, you are allowed to
move the extensions from one place to another for organization. This function
does not exist in the Themes Manager

Reproducible: Always
Steps to Reproduce:
1.Open the Themes Manager
2.Right click on a theme
3.Observe that there is no "move up", "move down", "move to top" function



Expected Results:  
add the "move up", "move down", and "move to top" function. I also think it
would be better if you had a "moved to bottom" function and add that to the
extension manager also.
Confirmed in Firefox 1.0 : you can move extensions, but not themes.

Personally, I don't much of a point into organising (sortign is enough for me),
but the interfaces should be consistent.
