When browsing http://www.electronic-avenue.net.au, the majority of the links
don't do anything.  This problem didn't occur with 1.0 PR.

Reproducible: Always
Steps to Reproduce:
1.  Load URL
2.  Click on 'Case' under the component menu

Actual Results:  
Nothing happens - click is ignored

Expected Results:  
The case component listing should display.

I think the problem is because of over-zealous popup-blocking.

The hyperlink uses 'target' to direct to the appropriate frame region.
