Need search by "Recipient" in user interface so users can search in Sent and
Draft folders. Sender does not make sense in Sent/Draft folders.

Which form of search are you using? Search Messages, virtual (search) folder,
or MailView?
For the MailViews: Bug 259914 is about how the text reads "sender" when it
should read "recipient" -- but the search actually works on recipient for the
Drafts and Sent folders. Bug 256545 is about adding "recipient" as an explicit
selection in addition to "sender".
For a virtual folder, or Search Messages, you can create a Search with
Sender contains XXX OR
To contains XXX
and (for virtual folders) save that search over the Inbox and Sent folders.
