Web site appears to have mostly shut down.  Front page says "Potomac Tech
Journal has ceased publication".  I did find a copy at
http://web.archive.org/web/20041115093433/http://www.potomactechjournal.com/displayarticledetail.asp?art_id=60363

Anyway, Mozilla (and IE, for that matter) is doing exactly what the web page
says to.  Which is to run its redirect() javascript function every time the page
is loaded.
