Add an option to automatically clean up downloads when they complete.

Reproducible: Always
Steps to Reproduce:
1. Download 35 files.
2. Wait for them to finish
3. Start another download.

Actual Results:  
The download manager shows 35 completed downloads, plus the new one in progress.
Clicking "Clean Up" will clean up the mess.

Expected Results:  
Only the download-in-progress appears.

Tools - Options - Privacy - Download Manager History - click the "+".

Thanks. Perhaps a note/shortcut in the Downloads tab, seeing as the Privacy tab
is hardly the most obvious place to look for such a feature (unless you happen
to think "Hey, this has privacy implications!")?
