When on one page that has a scroll bar within the page, the screen jumps around
wildly if I press down the wheel button and try to scroll by just moving the mouse.

Reproducible: Sometimes
Steps to Reproduce:
1. Click on the wheel button
2. Try to scroll up and down by moving mouse
3.

Actual Results:  
The screen would bounce up and down wildly.

Expected Results:  
Scroll down as usual.

Speed at which I tried to scroll had some effect. I couldn't tell exactly what
they were.
