Suggestion: shortcut key for refreshing just the frame ... Ctrl+F5, for example,
would be awesome ... or Ctrl+Shift+R ... i would love anyone for this

Using the Ctrl modifier already reloads instead of refreshes.

Especially since frames are long since deprecated and are quickly declining it
use, setting aside a shortcut for something like this seems highly unwarranted.
 There is an option in the context menu for frames, but that's about all I think
will ever be appropriate.

... with the exception of the thousand or so Content Management Systems that use
frames ... ie. vBulletin, phpMyAdmin
