An empty folder for Thunderbird is created in the "Start Menu" when the "Place
shortcut in Start Menu" box is unselected.

Reproducible: Always
Steps to Reproduce:
1. Run installer
2. Uncheck the option to place Thunderbird on the Start Menu

Actual Results:  
An empty folder for Thunderbird is placed in the Start Menu.

Expected Results:  
A folder should only be created when a shortcut is placed there.
