We need to be able to turn off animated images completely.  Animation is
severely abused by advertizers, just as are popups.  We need to be able to turn
this off so we can keep our focus, just like popup blocking.  This is an
absolute must-have preference setting.

There is a hidden pref, but it can't control flash, which is 85-90% of the
animated ads I see, so it is easily perceived as "broken" so we don't have UI
for it.
