WFM Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.7.5) Gecko/20041107 Firefox/1.0 Just to be clear, the XPInstall warning dialog disappears on its own? Does it happen with a new profile?

Marking WFM. Please reopen if you can reproduce it on nightly trunk builds and provide more information.

Immediately upon update to 66.0.3, numerous add-ons were disabled. Upon attempting to (re)install, it appears that nothing happens. However, if I right click "Add to Firefox" and choose open in new tab, I get a message saying "Firefox prevented this site from asking you to install software on your computer". Having read this message in the new tab and then going to another tab, the message disapears. Nice job; ever consider testing before release?
There also appears to be some connection between the ad-ons that were installed as of the update to 66.0.3. All previously installed add-ons are disabled and cannot be re-installed. This even applies when FF is uninstalled, re-installed and then attempting to re-install the Add-ons in question. However, installing an Add-on that was not installed previous to the update of FF 66.0.3 works without issue.
Some examples of disabled Add-ons:
No-Script
Canvas Blocker
Cookie AutoDelete
Privacy Badger
Privacy Possum
