270876 - Message Preview pane overdraws lower frame boundary with normal headers collapsed - hover redraws erratic

Notice that the message pane overdraws it's lower boundary when the message
headers are collapsed. 

I've also noticed that in the "Page Setup" section that the checkbox for Shrink
page to acconomodate full with keeps getting turned back on.  Perhaps due to a
references: header that is _really_ long with no space seperators.

This problem is exasterbated when you hover over something and the popup window
displays the information below that is partially covered up (like a date field).
 The entire screen redraws again when this happens.

Collapsed or expanded?  Is this a dupe of bug 223132?

Is that related to the headers bug you opened this for?
